Work productivity is a crucial factor in determining the success of construction projects, particularly in large-scale public infrastructure development. This study aims to analyze the effect of human resource competence and work environment on productivity in the Phase I Development Project of Bengkulu City Hall. A quantitative approach with a survey method was applied, in which primary data were collected through questionnaires distributed to 77 construction workers directly involved in the project. The data were analyzed using multiple linear regression with statistical software. The results indicate that human resource competence has a positive and significant effect on work productivity. Similarly, the work environment also has a positive and significant impact on productivity. Simultaneously, the two independent variables significantly influence productivity with an F-value of 170.866, p < 0.001, and a coefficient of determination (R²) of 0.822. These findings emphasize that improving worker competence through training and certification, along with providing a safe and conducive work environment, are effective strategies to enhance productivity in construction projects
